Homeless problem

Hello everyone, I live on Cagua. There has been a man filling his water bottles and washing himself at my front spigot for over a year. I have him on camera and have reported this to the police. He finally broke my timer and front drip system trying to get to the water. So I covered the spigot with a cover that is difficult to get open.
On Tuesday, July 30, 2024 at 9:10 am he came again and when he couldn’t get to water rang my doorbell and told me it was illegal to deny access to the homeless. I told him he was trespassing and to leave. He refused until I threatened to get my gun. He screamed he was coming back to get me. He had a sword strapped to his back. I called the police, but was told to call the non emergency number
10 minutes later he was back. I saw him on camera and opened the door to once again tell him to leave. He pulled the sword out and began slashing at me. I backed into my front door and called 911 again. The dispatch apologized for not taking my first call and stayed on the line with me. The man ran again, but was captured a short while later in our Fair West neighborhood. He has been charged with assault and I pressed charges. It wasn’t until later as I calmed that I realized he had actually stabbed me.
The week before someone stole my yard artwork in broad daylight from the front yard while I was at work. I am so tired of being afraid in my own home. I am 70 and live alone.
Could we consider forming a neighborhood watch? Could we all introduce ourselves to our neighbors and exchange numbers in case of emergencies? None of my neighbors were even aware of the chase following my attack.
